But you will most likely not get a motivated refusal to your written request. After all, intending to legally replace the old heating devices in your apartment with new ones, you offer the management company at your expense to improve the technical condition of the common property of the house. Its part of it is irrational to reject such an initiative. It is more problematic to formally replace old heating devices with new, but more power or rearrange the radiators to other places, paving the additional segments of pipes for transporting the coolant to them (that is, change the design of the heating system serving your home). Such an "upgrade" of the heating system is already a reorganization of the residential premises, and in accordance with the Housing Code of the Russian Federation, its implementation requires the application of appropriate changes to the Apartments. It is authorized before starting such work, it is necessary to obtain "green light" not from the local government, but from an organization authorized to issue such permits.
